Biography

Governance, written in code and community

Hon. Opeyemi Apatira is the Leader of the Legislative Arm of Ojodu LCDA in Lagos, Nigeria. His path to public service began in technology: as founder of ORISUN Systems and Technologies, he spent over a decade building enterprise software for organisations that needed order, transparency and scale — experience he now applies to lawmaking.

Elected to represent his constituency in the council legislature, he was elevated to lead the Legislative Arm, where he has presided over an agenda of structured oversight, modern bye-laws and citizen-centred engagement. Under his leadership the arm introduced quarterly oversight of council departments, open plenary sittings with recorded votes and the G18 ward-engagement network spanning all eighteen wards of the greater Ojodu constituency.

Beyond the chamber, he founded the ProPitch community sports brand, championed free digital-skills bootcamps for thousands of youths and drove the deployment of ORISUN-built civic technology — e-filing, e-petitions and citizen-request tracking — into the council's daily operations.

His conviction is simple: local government is the level of government that shapes everyday life, so it must be the most accountable, the most innovative and the most human of them all.

Vision & Leadership Philosophy

“The future of governance is built in the grassroots.”

Four principles guide every motion, every oversight visit and every townhall presided over by the Office of the Leader.

Vision

A model grassroots legislature for Lagos — open by default, data-driven in oversight and unmistakably responsive to the resident who elected it.

Innovation as a service value

Government is the ultimate civic software: every bye-law a feature, every project a release, every townhall a user-testing session with citizens.

Dignity of the grassroots

Policy begins at the last streetlight, the local market and the neighbourhood pitch. If it does not improve Ojodu's streets and schools, it is not done.

Accountability without excuses

Public funds are trust funds. Oversight, published records and clear reporting are non-negotiable — for the executive and for the legislature itself.
